Bridging Technological
Innovation and Regulation

Financial inclusion and access to emerging technologies have guided my career and academic path from the beginning. Navigating this fascinating new era — in which blockchain, AI, IoT, and quantum technologies are reshaping our society — requires reframing regulatory and compliance aspects with a citizen-centered ethical perspective.
I’ve always been intrigued by how technology rewrites the rules of the game. From capital markets and healthcare to identity systems and payment platforms, we’re witnessing a full transformation driven by blockchain, tokenization, and their intersection with AI. I’ve had the privilege of working on projects that blend innovation with regulatory compliance in both Europe and Latin America.

A Bit of History

The 1990s: Education and First Steps

Graduated from the Andrés Bello Catholic University with a degree in Law and officially admitted as a lawyer.
I began my career working in capital markets, antitrust law, and public policy across Latin America.

I specialized in financial inclusion and microcredit technologies. I collaborated with key stakeholders across Latin America in the development of new financial technologies while continuing to practice law. During this period, I founded Fundación Comunanza, a microfinance institution that successfully operated in Venezuela for six years, providing support for subsistence entrepreneurs in underserved communities.
This experience was documented as a business case study by Harvard Business School (HBS) and IESA Venezuela, as part of the Social Enterprise Knowledge Network (SEKN) led by HBS.

Early 2000s: Law and Financial Inclusion

2010-2016: Fintech, Legaltech, Digital Transformation, and Entrepreneurship

I launched LAUDOX, a SaaS platform for resolving small-claims disputes in Latin America, with a focus on the microfinance and fintech sectors. I participated in the founding of the Fintech Association of Peru and the Ibero-American Fintech Association.
I’ve also served as a lecturer on topics related to digital transformation and financial inclusion for institutions like IEB and the Latin American Federation of Banks (FELABAN).

With the rise of Bitcoin and Ethereum, I shifted my focus to blockchain and distributed ledger technologies (DLT), as well as business models built on this tech.
I co-founded LegalBlock, the first global legal community dedicated to blockchain studies.
I’ve taught in some of the earliest blockchain training programs and spoken at academic panels and conferences on blockchain across Latin America.

2016-2019: Blockchain and the Shift to Tokenization

2019-2024: Digital Ecosystems and Regional Leadership

Served as Head of Ecosystems at LACChain (BID Lab), promoting blockchain networks in Latin America and the Caribbean.
I was part of the Governmental Advisory Body (GAB) of INATBA (International Association for Trusted Blockchain Applications).
I advised organizations like NTT Data on projects in both Latin America and Europe, and supported the Digital Transformation Department at Garrigues law firm (g-digital).
I also co-led the launch of the Garrigues–ICADE Legaltech Observatory.
